Our proposal is to issue a new AD (Airworthiness Directive) for certain Learjets, Inc. The AD suggestion was triggered by cracking due to repeated loading of the damper supports, resulting in damper nasal roll retention failures. Suggested AD would necessitate the exchange of the damper nose-roller hardware, nose-roller retainer and adjoining fin supporting construction with more rugged component parts.

An oblique damper and rudder weave due to tire cracking in the damper supporting construction due to repeated damper loading on a Learjet, Inc. was reported.
In June 2017, fissures were detected in the damper supporting construction (based on Alert Service Bulletins issued in March 2017) on the 31, 31A, 35A, 55 and 60 aircraft series. Repeated damper loading occurs on all aircraft types marked by this AD. Malfunction of the valve lug reel holder allows oblique valve and rudder linkage, which may result in lost reel pitch when starting.

This AD shall apply to the following Learjet, Inc. aircraft models certified in each category: JASC (Joint Aircraft System Component)/Air Transport Association (ATA) of America Code 2750, TE Flags Control System. The AD was triggered by reporting dropout cracking in the damper supporting construction due to repeated damper loading.
This AD is issued to replace the nasal castor hardware, nasal castor retainer and adjoining fin supporting construction with more rugged parts. Uncertainty, if not corrected, could lead to a malfunction of the valve lug holder and allow oblique valve and rudder linkage, which could lead to lost rolling ability when approaching and thus lose ability to maintain proper rolling ability.
i) Within the next 24 month after the entry into force of this AD or within the next 400 landing occurrences after the entry into force of this AD, whichever comes first, you shall substitute the bow roll fittings, bow roll retainer and adjoining fin roll construction with spare parts in accordance with the implementation instructions in the Bombardier Learjet 28/29 Service Bulletin (SB) 28/29-27-31 Recommended, of 11 September 2017.
B.(1) of the Governing SB for those aircraft having engineered valve roll assembly require the OWNER to consult Learjet Inc. for instruction on repairs, and after having received the Learjet instruction on repairs, the OWNER shall require an Amoc in accordance with subsection (j) of this AD to use the work.
During the next 24 month after the entry into force of this AD or within the next 400 platforms after the entry into force of this AD, whichever comes first, you shall substitute the bow pulley fittings, bow pulley mount and adjoining fin brace construction with spare parts in accordance with the instructions in the Bombardier Learjet 31 SB 31-27-35 Advised, 11 September 2017.
During the next 24 month following the entry into force of this AD or within the next 400 podiums following the entry into force of this AD, whichever comes first, substitute the bow roll fittings, bow roll holder and adjoining fin roll construction with spare parts in accordance with the instructions in the Bombardier Learjet 35/36 SB 35/36 SB 35/36-27-50 Recommended, 11 September 2017.
During the next 24 month after the entry into force of this AD or within the next 400 landing operations after the entry into force of this AD, whichever comes first, you shall substitute the bow pulley fittings, bow pulley mount and adjoining fin brace construction with spare parts in accordance with the instructions in the Bombardier Learjet 55 SB 55-27-41 Advised, 11 September 2017.
During the next 12 month after the entry into force of this AD or within the next 200 landing operations after the entry into force of this AD, whichever comes first, you shall substitute the bow pulley fittings, bow pulley mount and adjoining fin roll construction with spare parts in accordance with the instructions in the Bombardier Learjet 60 SB 60-27-39 recommended, Rev. 1, of 15 January 2018.
When you do not count the overall number of arrivals, use a 1:1 ratio to convert the TIS to arrivals. B.(2) of the relevant SRs for those aircraft having engineered valve roll assembly Modifications, require the OWNER to consult Learjet Inc. for servicing instruction and, upon receipt of Learjet servicing instruction, the OWNER shall require an alternate conformity methodology (AMOC) as specified in subsection (j) of this AD to be used for servicing.
The AD permits the crediting of the measures necessary in subsection (g)(5) of this AD if they are taken before their entry into force.
