In New York City, the clumsy Andrew "Andy" Washburn (Jimmy Fallon) is about to blow up a telephone ring from Cuba. Later on, when he heard about a wire-tap, Washburn tries to stop a vehicle in the midst of a road, leading to the collision of tens of civilians together with their automobiles, leading to a big riot.
