ICSAN is a recognised industry association in Nigeria devoted to improving the standing and practices of public administration and governance. In 1891 the Royal Charter was formed in Great Britain and in 1902 it became the Royal Charter. Many years ago, the Institute in Nigeria was set up as an employee of the multinational organization.

A Charter was promulgated by Law No 19 of 1991 (formerly Decree No 19 of 1991). ICSAN' s education and training structures are devoted to expanding the career horizon of tomorrow's leaders by offering programs on a broad spectrum of topics leading to a national and international recognized skill.
