Chelmsford City Council - Chelmsford City Council - Rental car for individuals If you own or operate a personal rental car (Minicab), you will need a personal rental car licence. Clients must reserve personal rental cars (minicabs) in advance and cannot pick them up on the road. Drivers licenses are also required, and the persons accepting your reservations need a driver's license.

It is the same authorities that must grant the personal rental driving licence, the driving licence and the driving licence. In order to work in Chelmsford, all three licenses must be from us, so if you have a personal car rental license from us, you will also need a driving license from us.

They can only take work from an owner with an owner license from us. If you are registering your car for the first use, it must be less than four years old. You will be provided with an application sheet which you must fill out and send back to us together with the 317 pound charge and receipts. Two licenses are needed to rent a privately owned car. Every car must have a personal rental driving licence and every chauffeur of these registered cars must have a personal rental driving licence. Furthermore, all self-employed and employer-bound rental companies must be in possession of a licence for privately owned landlords.

The Cornwall Council demands that cars comply with certain specification and condition requirements before they are legal. Different terms apply to coach hackneyers and different terms apply to privately rented cars. Rolling stock must be inspected in one of the workshops authorised by the Council.
