Driving licences are needed before a single individual can operate a privately owned rental and/or cab car and all chauffeurs are obliged to request an annual extension of their licence from this locality authorities. Changes in the law require a modification of the way this community handles petitions and the appropriate fee.

Effective 1 October 2015, the new Act on Taxi and Rental Trade will enter into effect. Sections 53 and 55 amend the Act so as to provide for a uniform term of three years for taxi and privately-operated licences and five years for an operator's licence or for a shorter term in each case.

Following these changes, the municipal administration will have to consider a redesigned fee system for taxi and private tenants to take into account the fact that driving licenses must now be granted for the three-year term required by law, unless some exceptions are made. The charges for the operator licence will be addressed at a later stage.

The present consultative document concerns driving licence charges. An exhaustive check was carried out to determine the amount of the fee to be charged for a new/renewal licence for a retail driving licence. The verification was carried out using the guidelines and tools of the Institute of Licensing to assist municipalities in fixing charges.

Amendments to the charges that have been accepted shall enter into force on or after 1 October 2015. The proposal is that the fee for a new registration should now be separate and that a reasonable fee should be charged for the different parts of the procedure. The proposal is also to reduce the fee for the disclosure and revocation certificate (DBS) to the amount charged by the DBS services; the municipality's administrative fee for handling these requests is now contained in the proposal for the driving licence fee.

Licensing Department alerts all known drivers and drivers to changes in legislation and asks them to comment on their suggestions for changes in charges. Results of the consultations will be presented to the Licensing Committee and used to take its decisions in the course of this year for a fee determination.
